Israeli Government Approved Framework for Importing Skilled Construction Labor from abroad to the Israeli market
There are 2 approval methods to import international skilled labor to Israel, to perform residential construction work in the Israeli Real Estate market –
1) Via a Government to Government (GTG) labor service agreement – whereby the ‘suppling’ country approves and allows the Government of Israel to import workers for 63 months via an organized process whereby workers are being checked under a professional actual skilled on-site tests for 4 different types of professional work content, and post approving the worker, an accompanying health and no criminal charges certificates are required post allowing the work to obtain a working visa for residential work in Israel.
2) Via a direct HR to HR agency recruit – whereby an allowed Human Resources firm in the ‘suppling’ country agrees to supply local labor with a specific Israeli HR approved Company (for importing construction workers from abroad) and post Government acceptance to import workers from such country, similar professional tests are being held in the supplying country, along with additional certifications required (similar to the GTG procedure above).
In details the procedure is as follow:
1. A list of experienced labor candidates are being assembled.
2. Skilled labor lists are to be approved by the Population and Immigration Authority (PIBA) in Israel.
3. Once approval is given by PIBA, an agreement with the ‘suppling’ HR agency country, and the local Israeli HR company are being signed. Then the list of candidates is shared with a professional testing company from Israel who will conduct the tests in the supplying country.
4. Candidates who would pass the tests will have to provide all the full documentations required, and those would be shared with the authority in Israel in order to obtain a working visa for Israel.
5. Once VISA is approved, scheduled flight would bring local workers to Israel for a maximum 63 months stay, and work tenure.
6. Work, accommodation, health insurance and salary payment (6 days a week) would be set and paid by the local Israeli HR firm.
Worker’s profile:
1. A Professional construction worker in the ages of 25-45 year
2. No parents/spouse/ kids that lives currently in Israel
3. No criminal background (needs to provide a certificate of sort from the local police that shows no criminal background)
4. Physically fitted for hard Labor
